Question for Child Care providers?!?

This question is for Childcare Providers. The CCS, the program where the goverment pay for low income child care. Do the parents have to pay the remainging balance that CCS does not pay? Example. My mother does child care, and she charges 75/ week. IF CCS pays 90.00 to my mom then will the parent have to pay the remaining $210.00. We live in Texas. Is there a website that we can get more info on. Thanks in advance.
