Is it okay to torrent GCFs to get Steam game content?

It is not to steal the games since obviously you need to have it purchased to be able to play it on steam, I have purchased AVP3 but it is downloading at a grueling 50 kb/s on the Universities pro interwebz. I would guess I could get a better download rate if I can find the content online. 15gb is a hell of a download and I would like the game sometime this week -.- lol. I have copied other GCFs from my steam folder onto flash drives to get them to my other computers without having to redownload them which was great. Thanks.
