Why are emails from some people "plain" (e.g. not able to reply with bold, italics, underline, etc.)?

When I receive emails from certain people, the font looks very plain, and when I reply to their email, I don't have the option of bold, italics or underline, and I also cannot insert my signature. What causes this? Is it their computer, or is it their email carrier?
